The author assumes you have some basic working knowledge of Paint shop Pro and Animation Shop.
Any similarity to other tutorials is unintentional.
Written in Paint shop Pro X1 but will work for other versions as well with minor adjustments.
If at any time you feel you know your psp well enough to alter steps to achieve the same thing feel free to do so.
After all, tutorials are only guidelines. You should always try to deviate from the tutorial and make your creation different while still learning the methods and techniques.

I want to teach you something other than copy and pasting, but in some instances you will do just that before the fun steps.

Step 1
Open a new image that is 600 x 600
We will be reducing it later so pay no mind to its large size at the moment.
Open your photo and paste into your new image
Center it in your work area
Rename it image
Duplicate it, rename it blur then adjust\blur\gaussian blur\15
Duplicate this layer, rename bubbles
Drag it below the blur layer in the layer palette
Add a new raster layer, flood fill it white and bring it to the bottom
Rename white
You will now have the layers in this order from top to bottom
Image
Blur
Bubbles
white

Step 2
TOOLBAR – selection tool
Rectangle
Add/shift
Feather-0
Antialias-checked
Draw a set of rectangles similar to what is in my example.
About the same dimensions as the image
They do not have to be evenly spaced, after all this is suppose to be handmade and unique..
Once you have made all your selection rectangles
Then you will activate your image layer and press the delete key.
This will remove any parts of the image outside and between the selections you made.
DO NOT DESELECT YET

Step 3
Activate the blur layer
New raster layer
Rename this layer white outline
MENU – selections/modify/expand by 1
Flood fill your selections on this layer with white
New raster layer
Rename this layer black outline
MENU – selections/modify/expand by 1
Flood fill your selections on this layer with black
DESELECT

Step 4
Activate bubbles layer
MENU – effects/plugins/dsb flux/bubbles
Bubbles – 50
Density – 50
Frequency – 50
Tune – 50
Click ok

STEP 5
Now we will reduce the size of the whole image
MENU – image/canvas size/
Make the new dimensions 660 wide x 480 high
Placement in the center
Now we will reduce the size of the image just a touch
MENU – image/resize/
Pixel dimensions 80% on both
Resize all layers – checked
Now activate the image layer
MENU – adjust/sharpness/ sharpen 1x

Step 6
Activate the blur layer
Drag it below the bubbles layer
Now stretch it so that you can see it around your rectangles without being too big.
Just enough to show a bit.

Step 7
Add what elements you wish from your scrap kit
For the elements that are behind the bubbles layer
Duplicated the blue scroll element in front
MENU – image/mirror image/flip
Dragged it below the bubbles layer
Reduce opacity to 20%
Duplicate it again
MENU – image/mirror/

Step 8
Add your copyright layer now
I use pixelette font, size 8, antialias off color black
Before I convert to raster
I duplicate the copyright layer
Hide the top one
Activate the bottom one
Bring up your text edit box
Make background null
Make foreground white
Antialias – smooth
Width – 2 or 3, whichever you like best.
Unhide top text layer
Now you will have two, one in black and the bottom in white outline
Convert them both
Activate top one, merge down

Step 9
Hide all layers but the ones above the image layer
Merge everything ABOVE the image layer
Rename accents
Hide all layers but the image, white out line, and black outline layers
Merge these three layers together
Rename image
Now merge all layers that were below the outlines and image layers
Rename this back
Now you should have three layers in this order from top to bottom
Accents
Image
Back
Duplicate accents 2 more times, hide the top 2
Duplicate image 2 more times, hide the top two
Duplicate back 2 more times, hide the top 2
Now you will have these layers
Copy of accents
Copy of accents
Accents
Copy of image
Copy of image
Image
Copy of back
Copy of back
Back
With all of the copy layers hidden

Step 10
Activate the image layer
MENU – effects/plugins/alienskin xenofex 2/constellation
Star size – 2.06
Size variation – 100
Edge star density – 100
Overall star density – 0
Overdrive – 100
Twinkle amount – 100
Keep original image – checked
Random seed – 1
Click ok
Hide this layer and go to the next one up, unhide
MENU – effects/plugins/alienskin xenofex 2/constellation
Star size – 2.06
Size variation – 100
Edge star density – 100
Overall star density – 0
Overdrive – 100
Twinkle amount – 100
Keep original image – checked
Random seed – 3140
Click ok
Hide this layer and go to the next one up, unhide
MENU – effects/plugins/alienskin xenofex 2/constellation
Star size – 2.06
Size variation – 100
Edge star density – 100
Overall star density – 0
Overdrive – 100
Twinkle amount – 100
Keep original image – checked
Random seed – 4185
Click ok
Hide this layer again
And unhide the bottom one

Now merge the bottom one of each layer
Rename layer 1
Hide this layer, unhide the next ones in line for each layer
Merge these
Rename layer 2
Hide this layer, unhide the next ones in line for each layer
Merge these
Rename layer 3
Unhide all three layers
You should have these layer in order from top to bottom

Now you will add your name the way you like
Duplicate your name layer 2 more times
Merge the layers as you did in the steps above doing one of each layer per merge
Then you will be left with three layers
Take your tag to animation shop and complete it by saving it as a gif..
