The author assumes you have some basic working knowledge of Paint shop Pro and Animation Shop.
Any similarity to other tutorials is unintentional.
Written in Paint shop Pro X1 but will work for other versions as well with minor adjustments.
If at any time you feel you know your psp well enough to alter steps to achieve the same thing feel free to do so.
After all, tutorials are only guidelines. You should always try to deviate from the tutorial and make your creation different while still learning the methods and techniques.

ScrapKit used….Fairy Tales Mega Kit by Angelique
Her Scrap kit is a pay kit.
This tutorial uses this kit specifically but if you have elements similar feel free to use those.
Do not feel you HAVE to use the ones I do.

My tutorials can be long so take your time.
I want to teach you something other than copy and pasting, but in some instances you will do just that before the fun steps.
Tips are shown in green throughout the tutorial.

Step 1
===================
Open your tube, a flat bottomed one will work best for this tutorial.
Open a new image 500 x 500
Drag your tube to your new image
Resize to about 350 x 350, so it will fit nicely into your tag
Center it
Apply a drop shadow if you want
Open the file called MetalDividers2.png
Place it so it covers as much of the flat bottom of your tube as possible.
TOOLBAR – selection tool/freehand selection
Trace around any area of your tube that is below the scrap element.
Once you have your marching ant shape, make sure you are on the tube layer, press the delete key.
This will eliminate the excess you don’t want.
Duplicate this layer 2 more times.
Hide the top 2

Step 2

LAYER PALETTE – New raster layer, rename white, flood fill with white, bring to bottom
Duplicate 2 more times, hide the top 2
LAYER PALETTE – New raster layer, rename mask, bring to just above white layer
Open paper of choice from scrap kit
MENU – edit/copy
Activate the tag you working on, mask layer
MENU – selections/select all
MENU – edit/paste into selection
Deselect
MENU – layers/new mask layer/from image
Choose your mask from the drop down list and apply
If it is inverted undo then go back and apply again checking the invert mask box
Reduce mask layer by 80%
Duplicate 2 more times, hide the top 2

Step 3
Hide all layers but the mask layer
Add a bow to each corner of your mask
Position them however you like
Activate the top bow layer and merge down until all 4 are one layer
Reduce the opacity of this layer to 60%
Bring it below the mask layer
TOOLBAR – selection tool/selections/
Draw a rectangle where the white inner line is on your mask
We will be deleting the tails from the ribbons
Then press delete on your keyboard.
Duplicate 2 more times, hide the top 2

Step 4
Activate the bottom mask layer
MENU – effects/plugins/alienskin xenofex 2/electrify
Leave all settings alone
Glow tab
you can change the bottom dropper color to match the colors in your tag
click ok
if you like the way it looks then hide this layer
unhide the next one up
MENU – effects/plugins/alienskin xenofex 2/electrify
Leave all settings alone
Click the random seed button 1 x
click ok
if you like the way it looks then hide this layer
unhide the next one up
MENU – effects/plugins/alienskin xenofex 2/electrify
Leave all settings alone
Click ok
Hide this layer and go back and unhide the first one

STEP 5
Activate the bottom tube layer
MENU – selection/freehand selection
Trace around the general outline of her wings the best you can.. it does not have to be perfect
MENU – effects/plugins/alienskin xenofex 2/constellation
Star size – 2.00
Size variation – 99
Edge star density – 17
Overall star density – 0
Overdrive – 100
Twinkly amount – 75
Click ok
Hide this layer
Activate the next one up
Same settings , click random seed 1 x
Click ok
Hide this layer
Activate the next one up
Same settings , click random seed 1 x
Hide this layer and go back and unhide the bottom one

Step 6
Now you can add your text layer.
You will need 3 of that layer too
Now make sure you have 3 of each layer
Merge one of each until you are reduced down to only 3 layers.
Save, take to animation shop and resave as a gif file.
